Do not thaw them and then re-freeze them. That’s like asking a pepper to live twice—it’s not happening. Also, don’t try to use frozen peppers for eating raw. They’ll be sad, limp, and watery. Basically, the pepper equivalent of a wet paper towel.
And for the love of all that is crunchy, do not skip the washing step. Wash your peppers before slicing. You don’t want to freeze dirt. That’s just peasant food, and you’re better than that. (Unless it’s, like, farm-to-table dirt. Then maybe?)
